Flags are busy backgrounds, so the character in front needs to be simple. Use one or two clothing colors, and pick a hair color that does not match the stripe behind the head. White, black and brown hair stand out against every flag. A plain T-shirt in white or black keeps attention on the face and the flag.
Not everyone wants a full flag. For a quieter version, choose a Solid or Gradient background and carry the flag colors in the design instead: hair in one flag color, top in another, accessory in a third. The Star sticker and Flower take any color too. People who know the palette will recognize it.
